Contract Mowing Hay/Pasture for Whitehall Park

Madison County Fiscal Court is requesting bids for a person/entity to mow approximately 52 acres located at Whitehall Park/Whitehall Shrine located at Whitehall Shrine Road, Richmond, KY. The mowing will take place twice a year.

Scope of Work

  1. Cut/rake/roll hay and remove from property two (2) times a year. Once removed, the hay becomes the property of the contractor.
  2. First cut no later than June 5 and the second cut no earlier than August (in coordination with the Picnic with the Pops event).

Contractor Requirements

  1. Provide their own equipment;
  2. Proof of Workers’ Compensation Coverage (only needed if utilizing employees); and
  3. Carry a General Liability policy up of at least $1 million with the Madison County Fiscal Court as payee on the policy.

Contract Start Date

The contract shall go into effect upon signature of both parties no later than May 1, 2019. The contract will be a one year contract with an automatic renewal option through the 2023 mowing season.

Request for Proposal (RFP) for
Contract Grant Writer

Madison County Fiscal Court is requesting proposals for a Grant Writer (individual or organization) to provide development, writing, and submission of grant proposals. We expect a minimum of 10 grant proposals a year. The bidder must have a proven track record with writing, submitting and securing grants. Successful applicants will have submission experience for government, corporate and/or private foundation grants.

Contractor must be or commit to seek certification for Federal Grants, specifically, but not limited to Community Development Block Grants.

Scope of Work

  1. A kick-off meeting with the Judge Executive and members of the executive staff to provide scope, priorities, workplan and deliverables.
  2. Develop, prepare and submit grant proposals.
  3. Assist with setup of record-keeping and reporting schedule.
  4. Provide ongoing monitoring during the implementation stage.
  5. Completing necessary close out procedures.

Proposal Requirements

  1. Cover letter
  2. Resume with a detail of experience writing and submitting government, corporate, private foundation grants and/or grant support documentation.
  3. An excerpt from a grant you have written or one you recommend the County apply for during the contract term as a representation of writing style. The excerpt should not exceed 5 pages and should not contain any confidential or proprietary information.
  4. The County will only award a contract rate, which will not include any payments for equipment or material, to be paid in a monthly schedule. Please provide a monthly rate.
  5. Three (3) references.

Evaluation Criteria

All accepted proposals will be reviewed by the Selection Committee and will be evaluated using the following criteria:

  1. Knowledge of grant opportunities, funding sources and associated regulations for government, corporate and private foundation grants. (25 points)
  2. Successful track record of acquiring grant funding for organizations of a similar size and mission. (25 points)
  3. Quality of writing sample (25 points)
  4. Cost effectiveness (25 points)

Contract Start Date

The contract shall go through review by the Madison County Attorney and the Madison County Fiscal Court. Upon completion of that process, the County wishes to start the contract no later than July 1, 2019.

The Madison County Fiscal Court is requesting bids for a lease package for golf carts for the Battlefield Golf Course.

 

DESCRIPTION OF EQUIPMENT:                                           

  • 48 New 2019 or 2020 Gasoline Golf Cars, 2 Passenger, Fuel Injected Engines
  • Used 2016 Cushman Hauler 1200 Gasoline Utility Vehicle or Equivalent Vehicle

FINANCIAL DETAILS

  • Five-year warranty for parts and labor
  • Termination of Current Lease: Amount remaining on current lease as of March 1, 2019, is $86,800. The winning bid shall be responsible for paying off existing lease. Current carts will be returned to current lessor.
  • Five-year lease with payments due May thru October of each year

OTHER CONSIDERATIONS:

  • Provide a beverage cart 2 times a year free of charge for life of lease
  • Use of 2 additional golf carts during the season at $0.0 for the term of the lease. They will be dropped off at the beginning of the season (April) each and every year and be picked up at the end of each season (end of September/early October)
  • Provide 20 special event cars free of charge for the length of the lease. Battlefield would be responsible for paying only the freight charges.

Madison County Fiscal Court is accepting proposals for a contract for the design-build or the design, construction, finance, and maintenance of facilities to house its substance use detox, treatment, and addiction recovery services program (herein referred to as the “Healing Center”) in Madison County, Kentucky, per the requirements and specifications in this Request for Proposals (RFP).  There are two project alternatives: Project A and Project B.  Each Project has two options for bidding: a bid for design, construction, finance, and maintenance; and a bid for design-build only.

This RFP asks for a proposal with a price bid for both options of both Projects, for a total of four price bids. As explained in more detail in the RFP, these are the options that the Madison County Fiscal Court is considering:

  • Option 1. Project A, design-build-finance-maintain;
  • Option 2. Project A, design-build only;
  • Option 3. Project B, design-build-finance-maintain; and
