Dogs
Adoptable canines, turned in by owners, and canines belonging to the Animal Shelter, can be adopted Monday through Friday, 11:00AM to 4:15PM. The current canine adoption fee is $35.00 and includes a partial vaccination, a license for Madison County residents, discounts on spay/neuter, microchip and a free veternarian check up.

Felines
Current adoption fees for felines are $20.00 and include partial vaccinations, discount on spay/neuter, microchip and a free veternarian check up. Only limited facilities are available for felines. Owned cats are accepted by appointment only, so call during business hours before bringing in felines. The Madison County Animal Shelter does NOT accept stray cats.

The flood hazard areas of Madison County are subject to periodic inundation which result in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all which adversely affect the public health, safety, and general welfare of residents.

These flood losses are caused by the cumulative effect of obstructions in floodplains causing increased flood height and velocity, and by the location in flood hazard areas of uses vulnerable to floods or hazardous to other lands which are inadequately elevated, flood-proofed, or otherwise protected from flood damage. Madison County has adopted an Ordinance titled "Flood Damage Prevention Ordinance."  

It is the purpose of this ordinance to promote the public health, safety, and general welfare and to minimize public and private loss due to flooding by provisions designed to:

1. Restrict or prohibit uses which are dangerous to health, safety, and property due to water erosion hazards, or which result in damaging increases in erosion or in flood height or velocity;
2. Require that uses vulnerable to floods, including facilities which serve such uses, be protected against flood damage at the time of initial construction;
3. Control the alteration of natural floodplains, stream channels, and natural protective barriers which accommodate or channel flood waters;
4. Control filling, grading, dredging, and other development which may increase erosion or flood damage, and;
5. Prevent or regulate the construction of flood barriers which will unnaturally divert floodwaters or which may increase flood hazards to other areas.

The objectives of the Ordinance are to:

1. Protect human life and health;
2. Minimize expenditure of public money for costly flood control projects;
3. Minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public;
4. Minimize prolonged business interruptions;
5. Minimize damage to public facilities and utilities such as water and gas mains, electric, telephone and sewer lines; streets and bridges located in areas of special flood hazard;
6. Help maintain a stable tax base by providing for the sound use and development of areas of special flood hazard or other flood-prone areas in such a manner as to minimize future flood blighted areas caused by flooding; and,
7. Ensure that potential homebuyers are on notice that property is in a Special Flood Hazard Area.
8. Ensure that those who occupy a Special Flood Hazard Area assume responsibility for their actions.

Smart911 allows citizens to create a Safety Profile at www.smart911.com for their household that includes any information they want 9-1-1 and response teams to have in the event of an emergency. When a citizen makes an emergency call, their Safety Profile is automatically displayed to the 9-1-1 call taker, allowing them to send the right response teams to the right location with the right information.  Responders can be aware of many details they would not have known previously, and now fire crews can arrive at a house fire knowing how many people live in the home and the location of bedrooms, EMS can be advised of allergies or specific medical conditions and police can have the photo of a missing child in seconds rather than minutes or hours.   

By bringing Smart911 service to Madison County, we are giving local residents and visitors the ability to provide potentially life-saving information to first responders before an emergency, which is especially important in situations when the caller is panicked or unable to speak. When you call 9-1-1, you’re not having your best day and even the simplest of details can be difficult to communicate in a time of panic, by creating a Safety Profile before an emergency happens citizens are ensuring that 911 will have the information that responders need even if they can’t communicate it.

Smart911 is currently available in 40 states and more than 1,500 municipalities across the country, and has been credited with positively impacting emergency outcomes including a missing child in Arkansas, a heart attack victim in Nashville and a man trapped in a house fire in Michigan.  In Kentucky, Smart911 is available in Lawrenceburg/Anderson County, Jessamine County, Frankfort/Franklin County, Lexington/Fayette County and Owensboro County.  

Madison County Citizens can register for FREE because Madison County is participating in the Smart911 Program. Once you register your family's profile no matter where you travel your Family Profile with travel with you to any other 911 Centers that participate in the Smart911 Program. Citizens are encouraged to create their Safety Profile with Smart911 today to have their information immediately available to 9-1-1. Smart911 is private and secure, is only used for emergency responses, and only made available to the 9-1-1 system in the event of an emergency call.

Anyone interested in exercising his or her rights under the Kentucky Open Records Act, Kentucky Revised Statute (KRS) 61.870 through KRS 61.884, to view Fiscal Court records may do so. For additional information about open records, Kentucky's Office of the Attorney General maintains the following Web page on open records and open meetings here.

To make an open records request, you must submit a Open Records Request Form to the records custodian of each division from which you desire records. Each division has at least one individual designated as records custodian. These individuals are specialists on open records requests and are responsible for consistently accepting and coordinating reviews of open records.

Procedure:

1. Fill out the Online Open Records Request Form
2. The Open Records Request form shall be completed in its entirety.
3. A charge of $0.10 per page or $10.00 per Digital Media shall be charged.
4. All Open Records Request shall be given to the Director of the Department of their designee for his/her review prior to fulfilling the request, if deemed appropriate by the Director. The Open Records Request may be required to be cleared by the County Judge Executive and/or the County Attorney.
5. All open record requests shall be responded to in accordance with the Kentucky Open Records Law. A copy of every Open Records Request will be provided to the County Judge Executive's Office.

Madison County Fiscal Court meetings are held at 9:30AM on the second and fourth Tuesday of each month. Meetings in the even months are held at the Madison County Courthouse in Richmond, Kentucky. The first meeting of the odd months are held at the Berea Police & Municipal Building in Berea, Kentucky. One of the most vibrant and versatile counties in the Commonwealth of Kentucky is also one of the oldest, that of Madison. Madison County’s history goes back thousands of years, where American Indian tribes inhabited the area, as well as using it as an area for hunting wild animals for food and their pelts, primarily the Shawnee and Cherokee tribes. Madison County was part of Virginia’s Kentucky County, and it was during the 1770s that noted explorer Daniel Boone ventured into the area. He and others established Fort Boonesborough in April of 1775. Kentucky County was divided into three counties (Lincoln, Jefferson and Fayette) in 1780, and Madison was formed out of Lincoln County in August 1787.

It is named for James Madison, a Virginia statesman, the Father of the U.S. Constitution and later our 4th U.S President. It was the first of 20 counties nationwide named in Madison’s honor. Originally, the county seat was located in a village known as Milford, but was moved to the new community of Richmond (named after Richmond, Virginia) in 1798. As Kentucky grew in the 19th Century, so did Madison County. During the American Civil War, Richmond was the site of the second largest battle fought in the Commonwealth. Seasoned Confederates routed a raw Union force in what has become one of the most lopsided victories during the entire war. Madison County has been the birthplace for Kentucky governors James B. McCreary and Keen Johnson, noted emancipationist Cassius Clay, U.S. Supreme Court Justice Samuel Freeman Miller, New York Yankee player and coach Earl Combs, country music legend Red Foley and frontiersman Christopher “Kit” Carson.

Madison County has been served by many great local leaders, all of these leaders have left a indelible mark on Madison County, Kentucky. Each in their own way push to make Madison County a better place for all to enjoy.
