How to File a Motor Vehicle Lien


Definition of a lien: A lien is a legal claim on the property of another individual, for the satisfaction of a debt. Eligible items for motor vehicle liens are automobiles, boats, motorcycles, mobile homes and trailers.

The Madison County Clerk’s Office strives to process all Title Lien Filing Statements in a timely and efficient manner. 

The clerk’s office staff has 30 days per KRS 186A. 195 (3), to process a Title Lien Filing Statement from the day it is received.


To file a lien, a customer may mail or bring in person, the following items:


Original Kentucky Title orRegistration Receipt with RED "FOR LIEN PURPOSE ONLY" stamp and the raised seal.  As well as space to file the lien on the title. See examples below.

Payment of $22.00 (If 20 days past the registration date you must submit payment of $24.00).

1500 Mailing Addresses that lie in neighboring counties.
In Madison County there are as many as 1500 property mailing addresses are actually in neighboring counties. This has caused many vehicle liens to be sent to our county in error.

Because this list is so large, we are not able to send it out via mail. This list will help ensure accurate and timely processing of your lien.



 The Madison County Clerk's Office does not provide Title Lien Searches.



 It is never a good idea to leave your Title in your vehicle.


How to Release a Lien from a Vehicle

To release a lien, a customer may mail or deliver in person the following documents:

Completed Release/Termination Statement (TC96-187) See Example Below.  (All yellow areas must be completed.)

Original Kentucky Title

If the lien was released but is still listed on the Title as an active lien, the Title can be brought/sent to the Clerks Office. Our staff will stamp the title, showing the lien has been released and return it to the owner.

Lien will not be released under the following conditions:

Release information is listed on the orginial lien filing statement (TC96-187)

Missing or incorrect File Number

Missing or incorrect File Date

Missing Debtor or Secured Party information

Missing Vehicle Infomation

Missing Signature and Dated of Secured Party.

If you need a copy of a Lien Release, the following fees will be charged:

A copy is .25 cents per page

Fax copies are $1.00. This fee must be received prior to our office sending the Fax.

If requesting a copy of a lien via mail, provide the following information:

Self Addressed Stamped Envelope

Written Request containing the following information

File Number

File Date

Title Number

Debtors Name
